Young Raptor Learning to Hunt

This young raptor was spotted on May 15th, 2016 at 2:00 pm outside my 11th floor, apartment window.

Located in Clarkson Village, Mississauga, I've seen many raptors flying around, but never in my wildest dreams did I think one would perch 10 ft away on our neighbour's balcony.

I was astounded at what I was witnessing but still managed to grab my phone to take this close up picture.

I suspect this is a juvenile Red Tailed Hawk, but many of my friends think this is a Peregrine Falcon.

Can someone help me ID is beautiful bird? Thanks.
