Here is a link to the Kindergarten Programme in the Toronto District School Board, which has information on all levels of education in the Toronto area.

And, yes, there is a Catholic Kindergarten and the people to contact would be the Toronto Catholic District School Board as they would be able to give you the information you need, but it is my understanding that there is no cost for the Kindergarten program, other than the "Education" portion of your home-owner's property taxes, should be to support the Catholic Education system.
