Bald Eagle Sighting in Princeton

I saw this Bald Eagle at the side of County Road no. 2, just west of Princeton, Ontario, on Saturday March 22, 2014.

The bird was banded and had "tethers" on its legs and I am concerned that it may get these tangled in telephone wires.

Is it possible that this bird had escaped from a Sanctuary?
