What is this unusual bird in my yard?

Hi there,

I caught a picture of this bird this morning just before he took flight.

We live in urban Ontario in a townhouse style condo.

My kids first saw him about a month ago as he was feeding on a small animal in our back yard.

He is so small I thought it was a pigeon.

But this bird was definitely eating another animal. It seems way too small to be a hawk (?)

We do have Peregrine Falcons in London.

Is it possible this is one of them?

I believe by the white spots on the back of this bird you have a great picture of a possible young Red Tailed Hawk and in your picture I see signs of the distinguishable red tail.
