Immature American Bald Eagle

I was out and about for a walk in Ajax, along lake Ontario this morning around 9:30 - 10:00 and spotted this big guy, way high up in a tree, watching the ducks swimming around in the pond below.

I believe I am correct in my identification, but not positive.

He sat there for quite some time while I decided if there was somewhere closer to him to catch a shot...I decided against it and then after about 10 minutes, he flew away and upon walking further, found myself almost at the bottom of the tree he was sitting in. :(

I believe I saw a young Bald Eagle sitting on the ice on Pigeon Lake. The bird sat for quite some time. Didn’t have a camera. Just binoculars. Looks like it was banded. December 29 2022 approx 11:30 am

It's a bit hard to see and although I've seen bald eagles in Ajax/Whitby I think this might be a Red-tailed Hawk by its colouring.
