Identify this bird

I was just wandering Scarborough Bluffs in Ontario when I came across this odd looking bird.

It was still when I was pulling out my phone to take a picture, but then took flight as I was taking the picture.

All I can say about it is that it has a blue back and a white chest.

Hope you can help identify it for me!

I'm really curious as to what it is!

I was thinking the exact same thing,this is most likely a Black Crowned Night Heron. What a beautiful bird. I have had the pleasure of seeing quite a few over the years.
